Clarke does run as a Democrat because no Republican would win in Milwaukee County, but it's not really anything unprecedented to switch parties because of where a candidate lives and then rely on crossover votes.
Pretty much every Republican who has won a race in California has done that over the past 30 years or so!
As for radio hosts advocating that crossover, there's really nothing unethical about it, as those hosts--unlike a newspaper--make no pretense about being biased in favor of conservative causes and candidates.
Besides, no one is pretending that Clarke is a liberal Democrat, and since there is no Republican race in Milwaukee County that conservatives care more about, what's so wrong with them voting in an open primary? That's precisely why there are open primaries in the first place!
