Because Midwest doesn't give a flip about Iowa County and it's 23,000 people. There's no money out there. The 106.7 signal was only built in the first place to prevent anyone else from having it, and why it's never been more than a simulcast station (aside from the year or so of Jamz).

1670's current sports format is/was intended to be sales machine. Having the FM signal at least gives it a better chance with a younger audience, and a chance to compete with 100.5 and (pre-translator) 1070.

tl;dr: There's no advantage sales-wise to put 1550 on 106.7
