They've been doing that for years. I have a tape of WKSC running a Britney Spears World Premiere from November 2001. I think they ran it satellite from Z100's studio. They did one for Justin Timberlake's first solo album in 2002 as well.
Big artists often get world premieres where they play the new song on the top of the hour, every hour for a day. This is good for people who are fans of these artists and are eager to hear their new song.
KIIS and Z100 are different. KIIS is more Hip-Hop oriented for Los Angeles' Hispanic population. It works really well for them. They also tend to play some older rock hits from LA artists (Sublime, No Doubt, etc)
Z100 is more dance-oriented. Elvis Duran originates from Z-100. Ryan Seacrest originates from KIIS. Seacrest's midday show is different from the morning show, but they use interviews from the show. The local station will still have it's own playlists and imaging for the most part.
Premium Choice is a bit different. Everybody runs some, usually overnights and weekends. It's a set log, with generic voice tracks from major market jocks. Imaging is local. Some smaller market stations like 107.1 KISS FM in Sioux City, IA run it almost nonstop outside of mornings. They have a dedicated small staff there. There was a tornado outbreak around Sioux City a few months back in the evening drive. It was running Premium Choice programming, with KHKS Dallas' Billy The Kidd as the DJ. The morning guy Rob Powers went into work and went on the air, at night. They also had Billy The Kidd make special Tornado warning voice tracks (that or they already had them) They went above and beyond what I'd expect from a Clear Channel station in a market that size with a staff that small.
