How does Arbitron work?

Hi all

I am out of the biz since 1998 so I am a little rusty on the way Arbitron does ratings surveys now

I just got what looks like a kind of pre-survey to screen potential households before sending an actual survey. It is two sided and 16 questions, asking things like how often you listen to the radio, your favorite station or show, and demographics questions. It also still came with the two bucks in cash

Does this get sent back, then randomly households are selected based on certain answers to this pre survey (like the 'cleared' ones are thrown in a bingo spinner thing)? Or are cleared households automatically chosen?
