Stations have a certain radius around their signal that is absolutely guaranteed by the FCC to be free of interference. If a co-channel signal interferes with the station IN THAT AREA, then you have a problem.
A co-channel in Milwaukee is well outside the protected contour for a signal in Appleton. Just because it once could reach there doesn't mean it's guaranteed. Anything outside that protected contour is considered gravy in the eyes of the FCC.
Furthermore, WAPL doesn't care about Milwaukee. That's not where it's target audience is.
