I am pretty sure there already is a station on 92.3 somewhere in greater Chicagoland. I would think this would affect them even more. I think the FM dial is too cluttered the FM translator of WSSP cuts into WAPL a little bit. Either they should expand the FM dial or not allow any more new stations not even low powered ones.
