Why does WPPN make it's way up here so much?

Usually all the Chicago FM's are done by the time you get a bit into Racine County with one exception and that's WPPN. I can;t understand why they usually make it;s way into the southern half of the Milwaukee metro are especially with WRNG next door. It's kind of annoying sometimes it has an effect on WRNG.
