I have an old Radio Shack model that does respect the EOM, but with Radio Shack being mostly gone, that's not a particularly relevant recommendation. :)

I've heard positive reviews of the Sangean CL-100 radio, and have read that it does respect the EOM tones when in voice alert mode. If I have to replace my Radio Shack weather radio, that would likely be the one I'd pick.
