The one thing about Madison, most of the FMs are Class A rimshots. WXXM is one of them.
92.1's tower near Sun Prairie puts city grade coverage mostly into rural areas east of Madison.
These FM translators are not as strong, but some of them are close to a Class A and they have city grade coverage in Madison and the immediate surrounding area, with a somewhat listenable signal elsewhere.
97.7 for example is directional to the east from the Channel 15 tower (or a tower nearby) putting a city grade signal into Madison proper, Fitchburg, Monona, etc. That's if they wanted to put it on 1550/97.7
If they wanted to switch 106.7 to Classic Country to simulcast 1550 and 97.7, they could do that. It would make sense. More market coverage, especially in the rural areas west of Madison. 97.7 filling the gap to the east that 106.7 does not make.
Then if say they wanted to do Progressive Talk on 1670 and 96.7, the FM would be coming in from the south on the Magic 98 tower. That would give them a city grade signal in the Madison area, and probably a listenable signal from Evansville to Waunakee.
