WLUM in Milwaukee does 90s weekends alot. It's all alternative or alternative-leaning pop, works there but Milwaukee was huge on the alternative aka "New Rock" back in the 90s.

But to your question- Charlie has been playing a lot more than what is usually played on rock-leaning stations during "90s weekends." Whether an all 90s station could work in Madison would depend on the definition of a 90s station. There was a lot of different music genres with a lot of hits in the 90s.
