It doesn't sound like it had much to do with budget. If he was tracking it before, he was only getting paid for the hrs he spent tracking (1-2 hrs a day?). And any syndicated show is usually just barter except in the rare exception there's a fee as well.
They went with Lia because she's been here before and it was successful. Maybe Star can and will consider your younger recommendation.
