It's cheap to operate, and it brings in enough money for it to operate. They have dedicated advertisers because of it's format. These dedicated advertisers are advertising on it and keeping the station afloat. These dedicated advertisers became even more dedicated after the threatened flip to Fox Sports Radio and the big protest.
It doesn't require that big of a staff. They don't have to have many local hosts. For local news/weather/etc they can share resources with WIBA. Everything else is off satellite, and the local shows on the weekend are probably brokered.
Clear Channel pre planned all of those stations that they just flipped to Comedy. All of those stations were small AMs or FMs in smaller markets. In Madison's case, Clear Channel doesn't have any smaller AMs. They have WTSO and WIBA, some of the larger signals in the state, neither of which I HIGHLY doubt they have any plans to flip.
