In Milwaukee, I would guess a religious station. That narrows it down to WMWK, WPJP, WVCY and WJYI. Most likely it's WMWK. I think their target demographic is all dead.

I'll rule out K-Love. They actually do have listeners. Same with WGLB. Even with the worst signal in town, urban gospel usually has pretty devoted listeners.
