Actually, WTKM-AM is voice tracked and programmed out of the houses of the people who are on the air. It's probably the most simple operation in history and it's still some of the most quality programming in the area.

It takes a vision. An idea. And some creativity. Even with absolutely nothing but a computer and a transmitter to work with.
