In reference to the legal ID...the method in which they are doing (WOZN-FM Mount Horeb) is legal. The FCC approves call letter changes on a rather fast track but sometimes their data base can lag way behind in getting updated to what has been approved. I have seen this happen several times in various markets.

The FCC also issues a call letter change notice release but usually once every couple of months.
