Kiss 108 is consistently on top and is one of the highest billing CHRs in the country. Their 12+ ratings look drastically down now but that's only because they are the holiday numbers. Ignore those. They are not an acurate representation, and they cannot be used to sell. Look at December.
Here is the problem with Z100 (I presume you mean New York not Portland) and KIIS:
Many Clear Channel CHRs have been stripped of their souls. If you listen to Z100, there's really not anything that makes it stand out as an exceptional station anymore. The Elvis Duran show, which wasn't that good to begin with, sounds terrible now because its been syndicated. The rest of the jocks talk as fast as possible and have lost all their interesting content because of the way they PPM.
KIIS has this problem as well because Ryan exists solely to provide content for the syndicated show, and the rest of the jocks try too hard to sound cool that they sound fake.
Lots of other major market CHRs don't even pretend to not be automated (i.e. Q102, Z100 Portland). Syndicated morning show, Ryan middays, then local afternoon/night show, premium choice weekends/overnights. They sound awful.
This leaves 4 major market CC CHRs that don't have these problems: Kiss Seattle, KDWB, 1035 Chicago, and Kiss 108. That, unfortunately, is what you have to choose from.
Major market competitors: The CBS Top 40s (all worthless, including B96 Chicago), B96 Minneapolis, Movin Seattle, Wired Philly, Power Miami... All of those underperform their CC counterparts, and for good reasons.
So, if I had a CHR to model my Milwaukee Top 40 after, that leaves 103.7 (don't want to do that if I'm Energy) and any of the CC stations that haven't completely lost their souls.
