Can someone ID this person from 19-20 years ago?

When I first moved to the area, every once and a while I would see an Elvis look-a-like driving west on Good Hope rd in a blue car. I was told that he was a local DJ, and the question came up this week by a neighbor if anyone else remembered him. We could not remember a name/station.

Any clues?
