What Saga loses in not having Arbitron is agency sales. Saga chooses to build the bulk of its sales in local vs. national advertising. It works for them, although I couldn't imagine working without Arbitron. Love it or hate it, it is really the only legitimate ratings system, and national agencies won't spend money without it.
