I can't remember a time I saw a PARTIAL cluster subscribe to Arbitron. As if they won't share with their cluster mates? I also did not know you could selectively choose who within a cluster "buys" the book. Surprised Arb doesn't embargo the market or pull the entire cluster from released rankings.
