Funny 1330 was a filler format. Off the satellite.
The original WNTA, which is a mostly talk format was moved to WXRX (104.9) HD-2 and was given an FM translator simulcast (100.5) Thus "100.5 NTA-FM"
After they moved the talk format to the HD-2/Translator, they simulcast for awhile, but decided to switch 1330 to the All Comedy Radio Network.
Comedy Radio was rolled out way too fast in too many places. A number of them, including Boston and Austin, TX had their stations switch to other formats.
Rockford has a 15.8% Hispanic population. To compare, Madison only has a 6.8% Hispanic population and WLMV has been successful for them in the Madison area.
This does not include the suburban areas that also have Hispanic populations, Belvidere, IL (just east of Rockford) is a 25,000 person city and has a 26% Hispanic population. Loves Park and Rockton have about 3% Hispanic populations, giving them another 6% of the overall market.
17% of Beloit's population (Outside of WLMV's coverage area) is also Hispanic.
It's a no brainer. I'm surprised nobody thought of it before.
