Madison's CW Dying Fast

Not that it was any good to begin with. Has anyone else noticed that the CW in Madison is failing miserably with their local programming attempts? I saw they used a green screen for some talk show they're producing... half-assed anyone? Why don't they just stick to syndicated shows?!
Anyone have any input on what the hell they're trying to accomplish?
