I'm hearing the problem revolved around a phone bridge at FEMA. I'm sure we'll hear more as time goes on. Realistically, we all passed the important part of the test, which was making sure our equipment identified the EAN code and put the feed on live. The audio problem while unfortunate, wasn't really the point.
Wisconsin actually has a very comprehensive EAS plan.
