Because it is like everything else to do with UWM. Empire Building. There is an effort there to get out of the shadow of UW Madison so much of what they do is to separate themselves from Big Brother UW Madison. If they can have a radio station that is separate from the Wisconsin Public Radio system that fits their goal of trying to be separate but equal.
