There are differences between WUWM and WPR. For one, WUWM airs more NPR syndicated programming than WPR, as well as shows and news geared toward Milwaukee. They're also not as outrageously bland as WPR, and perhaps that's why they always trounce WHAD in the local ratings. Of course, I always thought it strange that both stations air BBC World News overnights. One would think that WUWM would use overnights to promote their HD2 stream of singer-songwriter pap, though they do run some decent music programming on the weekend (i.e. "American Routes"). And unlike WHAD, they broadcast in stereo.
Many bigger markets have multiple public radio outlets, but there's so many programming options available that overlap between them is cut down considerably.
Plus, I'm sure WUWM pulls in considerable amounts of money. Sounds like they get a lot of local support. Keep in mind that WPR is a statewide network.
